high pH in saltwater tank?

I tested the water that goes into the tank. What is reverse osmosis and 6.5. is the nitrite is 0 nitrate 40ppm I've been dealing with mud algaefix been putting red algae in the tank. other then that havent been doing anything other than normal changes of water. can not obtain the pH below 8.6. tap and both have proven ro-ro 0 nitrites has 6.5 and 7.5 pH tap is still puzzled about why ph is 8.6 and he bought new salt a water change 20 25% yesterday. Seemed to fall to 8.4-8.5 The tank is 2 years old. I was using red sea salt, but has changed corallife. Could mix salt of state? How long should I wait to add more friends to the tank? Or should I wait until I get lower?

If the nitrite in the water being put in is 40 ppm, reverse osmosis water is the problem.
